Concern Housing’s mission is to provide housing and services that enrich lives and strengthen communities.

OUR PROGRESS

Founded in 1972 by family advocates in Central Islip, New York, Concern initially focused on developing and operating supportive housing programs on Long Island. In 2011, Concern expanded its work to New York City, developing properties in Brooklyn and the Bronx.

Today, Concern has developed over 1,700 homes for people who might otherwise struggle to find stable housing, with more than 500 additional units currently in development, and a goal of doubling its available capacity by 2032.

Concern develops high‑quality, attractive homes that integrate well into surrounding communities and that residents are proud to call home, paired with services that support stability, growth, and independence.

Leadership

Ralph Fasano, MA, MEd
Executive Director
Ralph Fasano has served as the Executive Director of Concern Housing since 1993. Concern operates affordable and supportive housing across Long Island and New York City. Mr. Fasano brings more than 35 years of experience developing and operating housing for veterans, individuals with disabilities, and low‑income families. He holds a Master’s Degree in Counseling Psychology from Columbia University, a Bachelor’s Degree in Economics from New York University, and an Associate’s Degree in Accounting from New York City Community College. Mr. Fasano is the former President and current board member of the Association for Community Living, a former Chair and current board member of the Long Island Coalition for the Homeless, and Secretary of The New York Housing Conference. He serves as Treasurer of the Supportive Housing Network and sits on the boards of Vision Long Island and Bay Ridge Prep. Governor Andrew Cuomo appointed him to the Behavioral Health Services Advisory Committee, where he served until 2022.
Elizabeth Lunde, LMSW
Chief Operating Officer
As the Chief Operating Officer of Concern, Elizabeth Lunde is responsible for the oversight of existing program operations, including residential and support services programs, as well as supervision of the Property Management and Affordable Housing Compliance departments. Ms. Lunde oversees the development and operational planning for new properties, in addition to maintaining compliance with local, state, and federal requirements, working closely with various funding sources. She joined Concern in 1989 and has served in several roles in both licensed supervised and supported housing programs. Ms. Lunde has nearly 40 years of experience in mental health housing. In 2010, she received the Key of Excellence Award from the Long Island Coalition for the Homeless. She earned her Bachelor of Arts in Psychology and her Master of Social Work from Stony Brook University and is a Licensed Master Social Worker.
Elizabeth Weinbaum, LCSW-R
Senior Associate Executive Director
Elizabeth Weinbaum is the Corporate Compliance Officer and Senior Associate Executive Director at Concern Housing. A licensed clinical social worker with 30 years of clinical and administrative experience, Elizabeth has extensive expertise in organizational management, strategic planning, regulatory compliance, administrative investigations, quality assurance, and personnel management. Her work includes developing policies and best practices across all aspects of agency operations, including programs funded by the New York State Office of Mental Health and the Department of Health. Elizabeth joined Concern in 2007 initially as a consultant and established the organization’s Compliance and Quality Improvement program. She provides executive oversight of compliance and quality improvement activities, including the review and evaluation of management practices and consumer service delivery to ensure regulatory adherence and high-quality care. She also oversees the Admissions Department, which focuses on managing program vacancies expeditiously, coordinating referrals, and ensuring timely placement to support continuity of care and optimal program utilization. Elizabeth is an active participant in numerous county and statewide committees, including the ACL Executive Committee (ACLAIMH). Through this work, she collaborates on system-wide initiatives and has provided technical assistance to other ACL member agencies facing regulatory compliance and licensing challenges, helping to strengthen operations, improve practices, and achieve compliance standards. She earned both her Bachelor’s and Master’s degrees in Social Work from Adelphi University.
Catherine Fontana
Director of Quality Improvement & Compliance
Catherine Fontana serves as the Director of Quality Improvement & Compliance at Concern. With over 20 years of experience in residential program operations and leadership, she brings a strong foundation in regulatory oversight, quality management, and organizational performance. In her role, she partners closely with executive leadership and program teams to support data-informed decision-making, enhance service delivery, and promote meaningful outcomes. She plays a key role in the agency’s strategic planning efforts and leads the development and implementation of policies and initiatives that advance continuous quality improvement and regulatory compliance across the organization. Catherine holds a Bachelor’s degree in Psychology from St. Joseph’s University and a Master’s degree in Psychology from Columbia University.
Matthew Armandi, CPA
Chief Financial Officer
Matthew Armandi joined Concern Housing as the Chief Financial Officer in May 2024. Mr. Armandi brings over two decades of experience in accounting, auditing, and strategic financial management. As CFO for multiple nonprofit organizations, he has led complex budgeting processes, overseen audits, and ensured regulatory compliance. He holds a Master’s degree in Accounting from Long Island University and a Bachelor’s degree in Economics and Mathematics from SUNY Buffalo.
James Mutton, LMSW
Associate Executive Director of NYC Program Operations
James Mutton, LMSW, is the Associate Executive Director of NYC Program Operations at Concern Housing, bringing more than 35 years of experience in homeless services and supportive housing. He has led all phases of supportive housing development and operations, including pre-development planning, financing, program start-up, staff supervision, and crisis intervention. He holds a Master of Social Work from Hunter College and a Bachelor of Arts (Honours) in Applied Social Science from Kingston University in London.
Robin Smith, LCSW-R
Associate Executive Director of Long Island Program Operations
Robin Smith, LCSW-R, is the Associate Executive Director of Long Island Program Operations at Concern Housing. She provides leadership and oversight to Long Island housing and program operations and leads professional development through clinical supervision for LMSW and MHC staff. Robin is trained in Critical Incident Stress Management and OMH Disaster Response and leads Concern’s CISM team.
Sandra Carrasquillo
Associate Executive Director, Human Resources
Sandra Carrasquillo serves as the Associate Executive Director of Human Resources at Concern Housing, where she oversees all aspects of human resources operations for the organization’s growing workforce. With more than 20 years of leadership experience across the nonprofit and private sectors, she partners closely with executive leadership to support workforce strategy, organizational effectiveness, employee relations, payroll and benefits administration, regulatory compliance, and talent development. Sandra joined Concern Housing in 2011 and plays a key role in advancing operational efficiency, policy development, and compliance with New York State labor regulations. She earned her Bachelor of Science degree in Organizational Management with a concentration in Human Resources from St. Joseph’s College.
Karen Taylor, LCSW
Deputy Director for NYC Program Operations
Karen Taylor, LCSW, is the Deputy Director for NYC Program Operations at Concern for Independent Living, a nonprofit organization providing transitional and permanent supportive housing across New York City. In this role, she provides clinical and operational oversight, supervision, and strategic guidance to the Directors of ten supportive housing programs throughout the city. Prior to her current position, Ms. Taylor served as Senior Program Director at Norwood Terrace, a newly constructed mixed‑use supportive SRO located at 3349 Webster Avenue in the Bronx. The 115‑unit development includes affordable family housing and studio apartments for individuals who were formerly homeless and living with serious mental illness. Under her leadership, Norwood Terrace advanced coordinated, on‑site supportive services aligned with New York State’s Medicaid Redesign Team initiatives, emphasizing Health Home enrollment and integrated care coordination to reduce avoidable healthcare utilization. Ms. Taylor earned her Bachelor of Arts from Syracuse University and her Master’s in Social Work from Adelphi University. She has been with Concern since 2008 and brings over two decades of experience in social work and program leadership. She is deeply committed to advancing dignified housing and high‑quality care for populations that have historically been marginalized and stigmatized.
Megan Yost, LCSW
Deputy Director of Long Island Program Operations
Megan Yost, LCSW, is the Deputy Director of Long Island Program Operations at Concern Housing. She has been with the organization since 2003, serving in a variety of roles across programs. Megan played a key role in the development of veteran housing initiatives and in strengthening partnerships with the U.S. Department of Veterans Affairs. She brings extensive clinical and operational expertise to her leadership, supporting high-quality program delivery across Long Island.
