Concern Housing’s mission is to provide housing and services that enrich lives and strengthen communities.

OUR PROGRESS

Founded in 1972 by family advocates in Central Islip, New York, Concern initially focused on developing and operating supportive housing programs on Long Island. In 2011, Concern expanded its work to New York City, developing properties in Brooklyn and the Bronx.

Today, Concern has developed over 1,700 homes for people who might otherwise struggle to find stable housing, with more than 500 additional units currently in development, and a goal of doubling its available capacity by 2032.

Concern develops high‑quality, attractive homes that integrate well into surrounding communities and that residents are proud to call home, paired with services that support stability, growth, and independence.

Leadership

Ralph Fasano
Ralph Fasano, MA, MEd
Executive Director
Ralph Fasano has served as the Executive Director of Concern Housing since 1993. Concern operates affordable and supportive housing across Long Island and New York City. Mr. Fasano brings more than 35 years of experience developing and operating housing for veterans, individuals with disabilities, and low‑income families. He is a Certified Rehabilitation Counselor and holds a Master’s Degree in Counseling Psychology from Columbia University, a Bachelor’s Degree in Economics from New York University, and an Associate’s Degree in Accounting from New York City Community College. Mr. Fasano is the former President and current Secretary of the Association for Community Living, a former Chair and current board member of the Long Island Coalition for the Homeless, and Secretary of The New York Housing Conference. He serves as Treasurer of the Supportive Housing Network and sits on the boards of Vision Long Island and Bay Ridge Prep. Governor Andrew Cuomo appointed him to the Behavioral Health Services Advisory Committee, where he served until 2022.
Elizabeth Lunde
Elizabeth Lunde, LMSW
Chief Operating Officer
As the Chief Operating Officer of Concern, Elizabeth Lunde is responsible for the oversight of existing program operations, including residential and support services programs, as well as supervision of the Property Management and Affordable Housing Compliance departments. Ms. Lunde oversees the development and operational planning for new properties, in addition to maintaining compliance with local, state, and federal requirements, working closely with various funding sources. She joined Concern in 1989 and has served in several roles in both licensed supervised and supported housing programs. Ms. Lunde has nearly 40 years of experience in mental health housing. In 2010, she received the Key of Excellence Award from the Long Island Coalition for the Homeless. She earned her Bachelor of Arts in Psychology and her Master of Social Work from Stony Brook University and is a Licensed Master Social Worker.
Liz Weinbaum
Elizabeth Weinbaum, LCSW
Senior Associate Executive Director
Elizabeth Weinbaum is the Corporate Compliance Officer and Senior Associate Executive Director of Concern. She was initially brought in as a consultant in 2007 and established the Compliance and Quality Improvement program. She oversees all compliance- and quality-related activities, including staff development, reviewing and evaluating management practices, and ensuring high-quality consumer service delivery. She also oversees the Admissions Department and directs Concern’s student internship and credentialing program. Elizabeth is a Licensed Clinical Social Worker with over 25 years of experience and earned both her Bachelor’s and Master’s degrees in Social Work from Adelphi University.
Matthew Armandi
Matthew Armandi, CPA
Chief Financial Officer
Matthew Armandi joined Concern Housing as the Chief Financial Officer in May 2024. Mr. Armandi brings over two decades of experience in accounting, auditing, and strategic financial management. As CFO for multiple nonprofit organizations, he has led complex budgeting processes, overseen audits, and ensured regulatory compliance. He holds a Master’s degree in Accounting from Long Island University and a Bachelor’s degree in Economics and Mathematics from SUNY Buffalo.
James Mutton
James Mutton, LMSW
Associate Executive Director of NYC Program Operations
James Mutton, LMSW, is the Associate Executive Director of NYC Program Operations at Concern Housing, bringing more than 35 years of experience in homeless services and supportive housing. He has led all phases of supportive housing development and operations, including pre-development planning, financing, program start-up, staff supervision, and crisis intervention. He holds a Master of Social Work from Hunter College and a Bachelor of Arts (Honours) in Applied Social Science from Kingston University in London.
Robin Smith
Robin Smith, LCSW-R
Associate Executive Director of Long Island Program Operations
Robin Smith, LCSW-R, is the Associate Executive Director of Long Island Program Operations at Concern Housing. She provides leadership and oversight to Long Island housing and program operations and leads professional development through clinical supervision for LMSW and MHC staff. Robin is trained in Critical Incident Stress Management and OMH Disaster Response and leads Concern’s CISM team.
